CPU gets around 40-45c when booting up

When I start up my PC, my CPU (i7 6700k) gets to around 40-45c just when idling. I do have a overclock going 4500mhz @ around 1.288v , so it isn't much. Now when I stress the CPU while at those temperatures I've never seen it pass 65c. After about an hour of leaving it on, the temp idles at around 25c , rarely passes 30, also I've never seen it pass 55c when stressed. Is this normal? I'm going to re apply the thermal paste just in case. Any advice appreciated, thank you!
