Question Cpu gets way too hot

right now my idle temps are 70 - 75 Celcius. Whenever I run core temp/dragon center and run friday the 13th. my cpu tempature sometimes reaches 95 or even 97 celcius, the TJ max is 100 celcius. Im not sure if my laptop was made to run this hot, there is no dust in the fans, this laptop is just over a year old so not much dust if any at all. The bottom of my laptop, the fans are completly transparent .

i7-7700hq
16gb of ram
1 tbh hdd 7200 rpm
not sure about the mobo

idk how to change the thermal paste, not very good with laptops, I went to advanced power options and put my max cpu to 60% still did nothing. any ideas?



EDIT: not sure if this makes much of a difference, but its like 80 F in the room im in right now, the idle temp is actually 65-70, but when i play friday the 13th, the cpu temp stays around 90 and goes up to 95-97C
I know its not suppose to be this hot, but from what I have heard, Intel CPU's generally run hotter, also im using a laptop, could it be the fact that this laptop was ment to run hot?

There can be many reasons and no cpu should not show ideal temps of 70 Celsius. I think either fans are the issue or the contact between cpu and copper plate is not right. Also check cpu usage on ideal.
 
I have an option to have cooler boost on my pc, its on dragon center. I made the fan at 7500 RPM and 7700 RPM for the cpu but i dont see almost any difference in tempature
 
What is your CPU usage when its on ideal?
Did you have any accident with the laptop like dropped it or something?
I actually went into power options and limited my CPU utilization to even 50% and it still reaches those same temperatures.
But it didn't do anything. This morning I logged onto my laptop and right when i opened it up to 10 min later the CPU was at 40 C. As it left it there not doing anything at all it went to around 42~44 C. I cant really play any games at all because the CPU always gets to hot. This is a gaming laptop that i bought for about $1200. Should I just play games anyway? I don't really care about performance as long as I hit 60 FPS
 
This might havr to do with something, but when I go to dragon center and I put it on eco mode, the cpu idle tempature is around 60-63. But if I set it to Sport, then the idle cpu tempature will be 80 and sometimes go to 90 while web browsing
