CPU Heat I5 4570 vs I5 6500

What CPU runs hotter the I5 6500 or the I5 4570? I am wondering cause my I5 6500 runs cooler than my old I5 4570. Got it in 2013 and now run with a I5 6500. Really no difference in performance, but the I5 4570 for being less performance runs hotter. I was just curious as to if this is normal or if it is abnormal? I use a Hyper 212 EVO.

Well actually this is a stupid question, cause Haswell runs hotter than Skylake.. Or am I wrong?

I think you are right on point with it. You can also look at the micro-architecture. Haswell runs with a 22nm vs Skylake is at 14nm.
