[SOLVED] Cpu help

I recently got a pc and I had an i3 4130 with a gtx 1050ti It was fine at first running gta on high 60 FPS then suddenly it got so bad the game wouldnt render and the FPS would be less than 10 I decided to upgrade cpus to the i5 4690 and the problem continued any solutions?

Review what you installed and/or did in reference to drivers or running background process in between the good performance and bad.
