Cpu high usage

So I've looked at all the solutions for this problem and none seem to help. My cpu 0 is constantly pinned at about 80% usage, even after a clean install. Here is a picture of core temp and task manager running http://imgur.com/289R7mX

open the document with notepad. click on edit -> find
look for keywords like
error
fail
not found

sfc /scannow found some something that wasnt right, we are trying to find out what. its in the logs.
also go ahead and review the windows system logs. under control panel -> administrative tools -> event viewer. open the system log, click on filter current log and select critical, error and warning.

There were several places where it said variations of this
2015-05-15 01:33:30, Info CBS Failed to internally open package. [HRESULT = 0x800f0805 - CBS_E_INVALID_PACKAGE]
2015-05-15 01:33:30, Info CBS Session: 30445264_2903877907 initialized by client WindowsUpdateAgent.

those issue seems to be related to windows update, see link below

not sure if it has anything to do with your CPU usage.

process explorer can be useful in determining whats causing the CPU usage.

you mentioned clean install of windows in your first post but it seems like your system has a lot of software that should not be there after a clean install. you may wanna try formatting the hard drive and starting from scratch.

Yeah I just did a fresh install (again) and wiped both drives this picture was the first thing done on the new os.

I take that back. I just scanned again and it found more problems. Literally every line in the CBS log says it failed to open something and again windows update agent is having problems.

well, at this point google is our friend. i googled "system interrupts process high cpu" and found a lot of useful links you can try. also go to device manager. click on view -> show hidden devices and post a screenshot. we have to look at your drivers.

So since the last time I posted I changed the cpu and ram (borrowed from a friend) and am still having the same issues, so at least I know for sure that it is software related. Any more ideas?
