Question CPU High Usage??

CPU runs at around 40% at idle and as soon as I open just about anything it'll shoot up to 100% and then rest around mid 90s.
Updated drivers and such, thinking about a fresh install of windows but would rather not. Couldn't say when it started but it definitely didn't do this when I had first built the computer. Maybe a hardware issue?
As far as what's taking up the CPU, it fluctuates from anything to system, to razer, to audio stuff.
Been having this problem for a while and have read around and tried a lot of different things to no avail. So any insight would be much appreciated. Thanks in advance.
 
No , I did mean the latest version. May 2019 update did have a few fixes relating to hardware. Can you be a bit more specific as to what uses up 40% of your CPU when you are idling? Perhaps a screenshot of Task Manager?
So for the high usage the things taking up most on the CPU are, Anti-malware Service Executable, Steam Client Bootstrapper which is pretty normal I'm guessing. System, and occasionally the task manager itself will spike up.

Hmm..these are pretty normal tasks, but 40% idle is still not normal usage. I don't think you have any option other than reinstalling Windows, only other explanation is that the usage being displayed is wrong - I have these same tasks running, and more, but my usage hovers from 1 to 5 percent(and that's with Chrome open as well).

Edit: How much CPU usage is the System process using? Mine's taking up virtually nothing, just 0.2% CPU. Is yours higher?

It fluctuates, it can be pretty low or spike up to 10%. And it's definitely being displayed correctly, when it is at high usage the computer becomes extremely slow. For instance, Sea of Thieves runs at 8 fps, and I can't even get VR to work because it frame drops so bad, can hardly get around the desktop when the headset is plugged in.
