CPU hits 65 degrees and then it lags and drops FPS to about 15 fps until cpu is 60 degrees.

GPU, CPU, PSU are all newish, CPU was replaced because it was faulty and i feel as if this one is too!!!!

Not sure if I should go buy a very good $200 water cooler or something or go to intel!!!!! I have $650 to spend, can you recommend.

I have tested everything, I have second monitor, monitoring everything GPU CPU HDD load, Motherboard temps and fan speeds.
Only think I notice is that after say 5 mins of gaming or so after CPU reaches 65 it instantly drops fps to 15 fps and jumps around averaging to 15 fps. VERY NOTICEABLE. I can play Watch dogs on complete ultra and TXAA x4 and I get 65 fps average and when it gets to hot my fps drop to an unplayable level. after the drops become so frequents as in like every 30 seconds (after about 20 mins of gaming) it drops to about 5 fps and can break in the game and I just crash because the game is freezing up. I also get some freezing in game and the game closes. For example, payday 2, lowest settings and I get 16 fps and some times the game crashes?!?!
How loud does the H80i get?? mine seems like a server and I can't change it because the corsiar link is bloody retarded and I cant change fan speed or LEDs or anything and gives wrong temp.
 
There seems to be something really wrong with your cooling. Either the H80i is installed incorrectly or just downright non-functional. Temps above 61C are too much for this CPU, and no wonder you have throttling issues. Try reinstalling your cooling and make sure it makes contact with the CPU and that all fans are spinning and pump working.

Also check the CPU voltage - some motherboards tend to crank up the voltage too much by default. Stock voltage for this CPU should be 1.375V.

If problems persist, I would just throw away this H80i and just get a proper standard air cooler. A quality one. Noctua makes the best air coolers, but even Cooler Master Hyper 212 EVO should be enough provided you don't go too crazy on overclocking.

Oh, by the way... your system will actually be much quieter with air cooling. Believe it or not...

Yea I will change to air cooling soon. When I can get money into paypal. My Water cooling is soo fricken loud.

This is what a guy said to me a while back but I am unsure if I should go with it since I don't want to buy a new HDD and reinstall windows and everything and so on and then find out it's not that and no be able to send it back?

What I think is the most plausible is:
-When you are playing a game, the textures and sounds are loaded procedurally, then when the HDD can't load as fast your GPU displays the information, you GPU idles while waiting for the hard drive to load, causing the lag.

It makes sense though, right?
 
Also, forgot to add in, I got a PC repairing company to put there thermal paste on my cooler and install it themselves because I feel as if i put too much on or I just can cover the whole area so I got pros to do it for me.
My corsair link software if fucken though. I cant change fan speed, LED's, no joke I cant change anything.
