CPU Hitting 99% Usage A Lot

It's affecting the video I play. When I play video on my 42" and download or do something else like web browse, I notice my CPU is shooting up to 99% and making my video slightly choppy. My memory holds steady at 25% so that is not a problem.

I'm running an FX-8350 with all 8 cores open. BIOS has all the cores open. When I go into Task Manager, it lists Sockets, Cores and Logical Processors and they all have a "1" next to them.

Must be. Maybe some extension (Flash comes to mind - constantly buggering up my work computer). I use Chrome and FF on my 8320 system and have never seen the CPU usage that high unless I resume my last session with a bunch of tabs trying to load all at once.
I have excellent cooling. CPU never goes about 40C, same with vid card.

I've been staring at Task and Resource Manager forever. Maybe you guys can catch something I can't. SS on the way.

Forgot to mention my system uses two screens. One 42" tv and one 32" monitor. So it's VLC running, then Waterfox browser running on top of whatever proggys are running in the background.
 
So I changed over from Waterfox to Firefox and there was like a 33% difference in CPU cycles. Waterfox is just a bloated Firefox anyway. Looks exactly the same and runs the exact same add-ons and services.
