Question CPU holding me back?

so i have an i9 9900kf and an EVGA RTX 3080. When i stream and play the game i only get about 110 fps but i tend to drop down to 80fps. Is my CPU bottlenecking my GPU that bad or is it the game? I feel like ive tried every windows trick in the book to fix this issue? Would appreciate the advice
