So, I have a prebuilt system and when I try and run some games such as fortnite at pro settings I experience heavy stuttering and it says my cpu is at 100% the entire time, I can get 60FPS at 720P but I cant go any higher I have a gt1030 graphics card is there anything that I can do?

Solution
4c/4t CPUs will most assuredly be at 100% CPU usage in all games...

Additionally, a GT1030 is a very entry level card only capable of only low/medium level 720P res play....

It's time to upgrade everything if you want/need higher FPS, and, certainly if desiring greater than 720P resolution

What should I start to upgrade first?

Although your options may be limited somewhat depending on the prebuilt you have, you may also need a new case and power supply at the same time as board, chip and memory. Really, it'd be more ideal if you could upgrade everything apart from the graphics card, which you'd do at a later date.

Case ($60)/mainboard ($130)/CPU $200)/RAM $85) + PSU $60)? (assuming you already have some sort of SSD--if not, get one, as 500 GB SSDs are but $60 or so these days..)
The R5-3600 and a compatible B550 are quite popular these days....(Potentially, a week or so from now we might see R5-5600 CPU results---toss in a decent GTX1660 Super and you will be rocking at 1080P/HIgh detail/quality gaming...
