[SOLVED] Cpu ideling...

I recently upgraded my system from an I7 6 cores CPU to an AMD 5950X 16 cores CPU. I also went from 64GB to 128GB 3600 Mhz memory. I don't overclock, this is all in recommended settings. When I used to render a video, on my old system, I would see the CPU jump to 100% constant while it was rendering. On my new system, I made sure that the chipset and all drivers were installed, but when I render a video, I noticed that my CPU jumps to between 20% and 40%. The rendering is slightly faster but not dramaticly faster.

The CPU is not even getting hot as it's in the 60'sC. So I don't think it's trottling.

You upgraded to one of most powerful PC CPUs, depending on workload and application, it's probably not able to use all those...

Have you checked your Power Plan?
  • Click the Start button and click Control Panel.
  • Click Power Options.
  • Click Change Plan Settings.
  • Click Advanced Power Settings.
  • Expand the Processor Power Management list.
  • Expand Minimum Processor State List.
  • Change the settings to 100 percent for "Plugged in."
  • Expand System Cooling Policy List.
  • Change the settings from Passive to Active for "Plugged in."
Ensure your chipset is up to date for the latest AMD power plan.
Choose the power plan for high performance.

You upgraded to one of most powerful PC CPUs, depending on workload and application, it's probably not able to use all those cores and "power".
First check how much resources that program is using.
Run some benchmark program which can induce full load of CPU. Cinebench r23 should do for a start and watch CPU usage and frequencies at that time.
