Question CPU idling at 70°, 100°+ under stress

My PC has been turning off alot lately and I thought it was a problem with my PSU. After doing a temperature check though my CPU is idling at 70° and when I do a cpu test in Cinebench it's reaching temperatures of 100° +. I checked temperatures with Core Temp and also AMD Ryzen master and they both show the same results.
I opened my case and the fans are all running fine?
Ryzen 5 1600 - OC at 3.6 Ghz (I've never had problems with the OC till recently)
VS 550w PSU
MSI B350 pro motherboard

Ok found the problem, the case fan was blocked by a wire and I'm an idiot apparently, I am now getting idle temps of around 50°, is this normal?
 
Still on the hot side. For one, when testing a cooling issue, the first thing you do is undo any overclocks. Could say more about your cooler, possibly, if you told us what it is. Generally speaking, if a cooler is mounted properly and any other parts like pumps are working, it will cool properly because of the physical laws of thermodynamics.

Yeah sorry I was gonna mention that. It's just the stock cooler
