Depends on what you mean by good. I'm running a Pentium 4 mobile right now with windows 7 32bit and I say it's good because it can still do web browsing pretty well. 😀

Aye! Depends on what ye be doing with it.

That chip is damn old and was a weak chip to begin with. If you are using a lightweight Windows install, it's probably not too bad.

Well it came out in 2009 and it is a Celeron processor. Is it still good in 2015? Well it isn't very special in 2015. There are many many many processors that completely outclass that processor by more than 3x. Is it still good today for browsing on the internet? Definitely! Is it good for playing games like Battlefield 4? Not at all!

GTA 4 might run but certainly NOT GTA5! You need at least a quad core to play GTA 5.

Go for na Athlon 860K, thats the minimum for gaming.

lol nope. Semperon, Pentium, Celeron, and some Athlons are all budget CPUs. You want at least a higher end CPU like an i3 or i5 or A10 type CPU.
