CPU instantly overheating

I have Intel Core i3-4130 on a Gigabyte H81N mITX mobo.

When I boot it up and go straight in to the bios, it's telling me that the cpu temp is 80C! Within 10 seconds! As far I'm aware, I have installed the stock cooler fine as the thermal paste has made a perfect circle mark on the cpu where the heat sink has pressed down on it.

The strange thing is that the cpu fans (correctly plugged in) don't spin relative to the temperature. Surely if the system thought the temp was too high, the fans would start going up through the gears.

Could the sensor be faulty? Are there any further tests I can conduct to ascertain the root of the problem?

You might have something wrong with your cooler, or your bios.
Check if there`s an upgrade that you can do for your motherboard.
Also, re-seat the cooler on the CPU with fresh paste. First clean the CPU and cooler heatsink properly, and apply only a pea-size amount of thermal paste.

It might also be that something in the bios is stopping the fans from spinning faster. This might be fixed by a bios update or a CMOS reset by removing the mobo battery for a minute.
 
Ok so I reapplied the thermal paste, reseated it thoroughly, disconnected the mobo battery, reconnected and made sure the fan was plugged in correctly. Still telling me 80 degrees instantly.

Then went into my OS and used realtemp and it's telling my CPU is idling between 30-40 degrees. I want to believe realtemp as that would make most sense, and assume that bios is wrong/out dated.

Is this a common scenario?
 


It might be 80 degrees fahrenheit since it equals around 27 degrees celsius, which is close to realtemp's reading of 30-40 degrees celsius. If not, then the BIOS's reading is incorrect.
 
The gigabyte CPU temperature reading are a bit weird. My Gigabyte GA-Z87x-OC motherboard reads my CPU temperatures no matter what 48 Celsius, even though I am using a liquid cooler. Don't worry about it, if the temperatures in Windows is fine there is nothing to worry about friend
