Anyone who did tell you to disable throttle is an asshole. Its something that make sure CPU will not burn. You don't want to touch that UNLESS you are sure what you are doing. You might have:
your CPU might be configured to use C states aggressively:

They are fine, make sure your CPU does not generate heat when you don't use it. Leaves more "thermal headroom" to point where you use it. Try tunning any STRESS program like:

If you still see 800 MHZ (which is by the way DEFAULT lowest state 7500 goes down to).
