Question CPU is maxing out

Recently I've replaced my old GPU (ASUS GT 1030) with a better one (SAPPHIRE RX 580). Since then I've had some problems with the CPU, which IS old (i5-2500k).

I've noticed FPS stutters in many games, including:

GTA V SINGLEPLAYER (With the gt 1030, I was able to run Vsync 60 smoothly on High - even Very-High, no stutter/drop, but since I've got this new GPU, CPU maxes out even while doing nothing)

RAINBOW SIX SIEGE (Random stutters when aiming fast/fast-moving/turning fast)

and some other games.

Other specs:
2 X 4GB HYPERX RAM
ASROCK H61-M
CORSAIR CX 650
And the games I mentioned were installed in a KINGSTON 240gb SSD

Tried so far:
Messed with in-game settings.
Fresh Windows
Reinstalling/Verifying cache
Update/Remove/Reinstall drivers
MB Bios is updated


Should I replace MB/CPU/RAM combo? So far no signs of dying like freezing.

One more thing, can broken MB CPU temps sensors cause the CPU to throttle or be used more (I hope you get what I'm saying), even tho it remains at 3.3GHz at least. With some third-party monitoring apps, CPU appears to be overheating, but it's not.
 
So if you put the gt1030 right now it will run faster with the same settings?

yes. No maxing out, no stutter, not even a sin everything.

Not enough. That game is known to use more than 8GBs at times.

it might help after 60FPS, but I wanna lock the fps cause I've got a 60hz monitor.

If it does I would try another PSU.
Its the only explanation unless the RX580 is somewhat defective.

The RX580 is working fine, and it works as expected, benchmarked it and it had no problems.

This is not odd at all. It's behaving normally.
The RX 580 is simply a more capable gpu; one should have the cpu & memory to match. Balance is important.
An RX 580 demands more from the OP's current cpu & ram combo than a GT 1030 does.

If the OP doesn't have his fps capped... which one is going to make the cpu work harder and use more ram?
-a GT 1030 that can do 60fps on low
-an RX 580 that can do 120fps on low

Locking the fps at 60 would be the best move.
 
I've said this so many times 🙁 The screenshot was just to demonstrate that the CPU is hitting an unusual high usage. While I was playing with the 1030 the settings were on high mixed with very-high - VSync on - 60 FPS not even 1 frame was dropping.

So far I've tried every setting with the 580, even low, CPU hits almost half of the time 100% usage. Changing in-game settings is useless, and IMO that's not common. Even if locked @ 60 fps, the I5 keeps hitting 100%.

EDIT: + GTA is hitting 60 for a few secs, then dropping to 40, it can't even stay at 60 FPS.

Well after all this I guess the single thing that happened is just a bottleneck, I mean the rig has things that are so much older than this gpu. The temps are normal actually pretty good. If his mobo can support OC I don't know if to recommend putting higher ratios on the CPU or not,but the best thing is an upgrade.

The CPU is trying to catch up with the video card I guess. There is some imbalance. I would recommend an upgrade to Ryzen 5 2600. Like it said here in this thread. https://forums.tomshardware.com/threads/which-cpu-should-i-pair-with-rx580.3304441/
 
And I don't know if it's gonna help,but try Afterburner ,and underclock the video card and see if it makes a difference..

Be VERY careful while doing that.
And do it just to TEST not for long period.
It can cause damage to the card.
 
What is your CPU usage when idle, there may be something running in the background that is tipping it... when was the last time you ran a malware cleaner for example. Not a virus but one that cleans out all the background information cookies that want to collect information on your life..... Also a run with CCleaner on the registry may well get rid of loads of junk clogging the cpu's arteries.

So the only thing left is drivers. If the drivers aren't right, that can make a huge difference like this.

Worse case, return the rx580 and upgrade to something in the nvidia lineup.

What is your CPU usage when idle, there may be something running in the background that is tipping it... when was the last time you ran a malware cleaner for example. Not a virus but one that cleans out all the background information cookies that want to collect information on your life..... Also a run with CCleaner on the registry may well get rid of loads of junk clogging the cpu's arteries.
It's pretty low. I'm gonna try CCleaner.

So the only thing left is drivers. If the drivers aren't right, that can make a huge difference like this.

And I don't know if it's gonna help,but try Afterburner ,and underclock the video card and see if it makes a difference..

Use DDU to uninstall all display drivers, restart, then install the latest AMD driver.

Have you tried setting an FPS limiter?

I had a similar performing CPU and it was fine with my GTX1050, however, when I swapped to an RX480 i did notice 100% CPU usage and occasional stutter in GTA5. Games like Assasins creed don't like 9-year-old processors. It is normal.
 
I remember that AMD has a more... ''weirder'' control panel, have you made some settings there? Personally I had an AMD and a NVidia and they have like 100% different settings and options.
 
Yea as Samir said, remove both your nvidia and amd drivers using DDU and reinstall the latest amd drivers:

nvidia is long gone, and the amd's drivers were installed/reinstalled so many times so far.

HWmonitor says I'm overheating, same with speccy/speedfan. But afterburner's temps are ok. As I said, no signs of throttling so far. 3.30GHz at least every time.

About your GTX1050, were the in-game settings the same as when you switch to the RX?

Also make sure you are using High Performance power plan.

Yea, I didn't even bother to change things in there, but one thing I saw was on the performance report or how it's called, the performance was marginal, and it was because of my CPU. Userbenchmark proved the same.
 
There is an app named ThrottleStop from techpowerup. Try it and prevent it from TurboBoost or from overheating. It has integrated cpu ratios so you can use lower ratios for your cpu or for overclocking.
 
What are the exact temps on cpu and gpu?

My settings really didn't matter. If i turned them up really high the load would shift more to the GPU and make it more smooth, but not perfect. A newer 6 core CPU and a bump to 16gb ram really helped.

There is another user with the same issue, he has a bottleneck where his old GPU is running faster than the new one. Its because the faster GPU is taxing the CPU and the CPU can't keep up with the GPU demands so the GPU gets bottlenecked.

You sure? I've tried every single settings, even the same ones I used back while I had the old GPU. Even with Vsync on, you're saying that that could be the reason?

Again, this is not happening on every game I've tried.
