Cpu is not working

While turning on the cpu the fans are running but the system doesn't start.

or if any sound is coming out.

Full system specs, please. Include CPU, motherboard, RAM, graphics card and power supply.

Have you tried anything yet? Have you made any changes recently that caused the problem, or did it just happen suddenly?
