Question CPU is Over Heating

I do have Below

CPU - Intel Core i7-3820
MotherBoard - Intel DX79T0
CPU Cooler - Cooler Master MASTER LIQUID LITE 120
GPU - Some DDR3 (i didn't remember the brand)


This motherboard has been assembled 9 years back. From then onwards I have to remove everything else except the motherboard. So, under it, I have seen a lot of dust I want to clear it off.

Hence, I have removed everything from the case, cleaned it and re-assembled it. After re-assembling my CPU is getting overheated and shutting down after 2 mins. To get shut down, I no need to boot OS. Just keeping it in BIOS is enough.

Even my liquid cooling system is unable to handle it. When I touch the pump pipes one is heated-up and another is less heated. So, I can confirm the pump is working. Yes, i have applied ample enough of thermal paste.

I would like to know if there is any solution to it?

First concern:

Too much thermal paste perhaps? Should only be a small pea sized amount..... Check the installation instructions and follow carefully.

Second concern:

9 years old. Has the PSU been replaced at all? Make, model, wattage, age, condition?

Try to identify the GPU: make and model, recommended wattage?

If your heat continues rising and going out of control, even in BIOS, that's a pretty clear sign your heatsink isn't seated properly. Is everything attached securely with enough pressure?
 
Check heatsink. Also, make sure you didn't use to much thermal paste. I personally prefer Arctic silver 5. I know there are supposed to be better versions, but it's worked for me for years so I stay with it. But usually, I like to do about a rice size drop on the CPU, then to use my finger to spread it out. I know some guys don't like that method, I'm a computer tech however and have done it that way a while with no adverse results that I am aware of.
