CPU is overheating with a liquid cooling cooler

So everytime I turn on my PC, the fans on my ID cooling frostflow 240L spin so fast around 2000 rpm. Sometimes an error occur saying Overclocking failed which I cannot do on my i5-3570. What could be wrong? Everytime I play csgo my fps is about 80-120 sometimes dropping depending on the map and it seems unplayable it isnt smooth even tho its above 60. Btw temps are 90+ i'll try to do a test again as it is what i remember.

90+ indicates that heat is not moving from the CPU, so either the contact is bad, or the pump is not pumping.

Ive applied thermal paste again and made sure that it was intact. How could it not be pumping? Ive touched the loop or the tube(?) also and it is also hot relative to the cooler itself.

try going to BIOS and disable Turbo Enhanced or Multicore Enhancement (MCE). this will lower the voltage output on multiple cores at once. see if it improves temps.

When do you experience those high temps?
If idle, I suggest you try another cooling method, if that is at hand; a stock cooler should suffice in this scenario. If temps drop, it's a dead pump, or something resisting in your loop.

If on mid to heavy load, your airflow might be insufficient, either negative pressure or too much dust built up in different areas.

I want to address, that I am no expert, however I faced a similar problem recently, where I quickly determined (with a helping hand from this forum), that my pump was indeed dead. You could potentially refer to my post, where I got some great tips

Also, you should take into consideration, that your cpu is somewhat old (and most likely your other components aswell), so a usual wear and tear is inevitable, which could cause the problem.
