CPU is Overheating

My CPU started overheating about 20 days ago and I don't know why.
I don't know much about PC's but I love gaming and this is basically what I do on my PC except graphics design.
I didn't know the parts of my PC like CPU, GPU, etc.
I've learned a little bit about my PC in the last 20 days just to learn how to fix my PC and get it work like before.
I read some stuff here that helped other people but I just don't seem to understand it or it just didn't helped me.
I applied new thermal paste and it didn't help.
My CPU temp is still 99 degrees and still 99 degrees after the thermal paste.
And now my system doesn't boot after I applied the paste but I still can check the BIOS.
It all happend 20 days ago when I launched a heavy game (like I always did for the 3 years I had the PC) and then my PC slowed down and I couldn't launch heavy game and it lagged in the browsers too.
Info about my system:
CPU: i7 4790k [Corsair h60]
RAM: 16g
GPU: GTX960
Clean fans, cold radiator, one pipe is pretty cold one pipe is pretty hot.
Please help me and go easy on me with the words please my english is not very good and the same with my PC knowledge.

Being you are saying one pipe hot...one pipe cold....radiator cold.....

I'm thinking there'a a chance the pump failed or is pumping very slowly.

Could be the microfin in the cpu block got clogged.

Or pump started to failing.

I would suggest to replace the cpu cooler and see. Likely it’s the cooler.

If the pump failed you need a new cooler, if there is stuff building up in the tubes you need a new cooler.

First double check that the pump is plugged in, you should also be able to hear it making some noise. Also make sure the waterblock is firmly on the processor.

I believe corsair has software where u can crank the pump speeds up? I ust to have the 4790k and the h60 and I remember that cooler on that cpu never gave me any impressive temps thats why I later upgraded to a h100i.

Can you try a different cooler?

It’s not advisable to service the aio by yourself unless you are willing to put your enduring system at risk.

I would suggest to get a new one.
