cpu is spiking randomly

Hello, my cpu seems to be having random spikes even when idling and it is really affecting my gaming performance in multiplayer gaming. It will jump up to maybe around 30-50% or even higher and I have no clue what could be causing it I have tried stopping some background programs and no luck. Any help is greatly appreciated and let me know if you need more info or pics.

SPECS:
cpu - intel core i5 2500 (non k)
gpu - gtx 1050 ti
psu - 450 watt evga bronze
8 gigs of RAM
idk what kind of MOBO

This is a known issue with that windows service. It's usually fixed on its own if you run windows update and let it upgrade to the latest windows build, but you may also stop it from running by doing the following:

Open regedit (press Windows Key + R and type "regedit" in the box, then press enter),
go to...
What OS are you running? Do you have Google Chrome with the hangouts extension? If so, try disabling it, I recently had a very similar issue. If not, try opening the task manager and sort processes by CPU use. Try to notice when it spikes so you can identify the process that's causing it.
 


I'm running windows 10 pro and the one that seems to be causing the most trouble is Microsoft software protection platform service

go to HKLM\SYSTEM\CurrentControlSet\Services\sppsvc
Modify "Start" from "whatever number is here" to 4

Restart your computer and check if it's still happening.
 
Solution
The processor does jump around a lot. For example every time the the drive light on the front blinks, it means that the system is accessing the system drive. It may also trigger a jump in the core frequency as it fluctuates between the idle core frequency and the CPU turbo boost frequency.

Load CPU-Z and you can watch it.
