Cpu is still hot

I have tried everything with my i7 7700 and nothing is working ive put on new thermal paste a new cooler cleaned by entire pc but its still running at 75cel while using google chrome

What is the CPU usage looking like in Task Manager? 75C would be normal if you have junk like crypto-mining addons/malware or JS eating all your spare CPU cycles.

If you're at 75C under no/light load (~10%), then your HSF probably isn't put on correctly.

What is the vcore reading in the bios? Is the cpu downclocking to 1.6ghz or lower when idle?

My CPU runs at 40 on idle and 100 under full load (i7 7700) and im still trying to fix it when under full load it goes to about 2.8 ghz which is not the base of 3.6 ghz ive tried resetting my pc cleaning it out and added in a new cpu cooler with new thermal paste and i saw pretty much 0 difference is there anything else i can try?

what program do you use to meassure temps?
