Cpu is throttling on high performance and plugged in

I have an i7 3520m chip. It has a 2.9 base and a 3.6 boost. Initially, the cpu load running prime95 is 100% and speeds are at 3.4ghz. But sometimes it will just decide to drop down to 86% under load and the clocks go down to 2.4ghz. It always happens when I unplug it, but it also happens when I keep it plugged in (maybe when it stops charging, Idk). Intel turbo boost tool says it's in power save mode, sometimes even when it's plugged in. It could be a power issue, but I've checked the ram, updated the bios, etc. no other components have problems, and When running intel's diagnostic tool, it says processor is at base, so I believe this is a driver issue. I have the chipset driver, though! Sometimes, reinstalling the drivers fixes it only to fail again. Intel says something about drivers working if upgraded (presumably from a different OS?) I fresh installed all the drivers so there shouldn't be anything wrong, right? Especially since my device has been tested for compatibility from dell. When i turn speedstep (and turbo boost) off, clocks are at base. My power profile is at high.
 


The dell feature enhancement pack. I beleive it was a win 7 download but i had to do it on a windows 10 os? Long time ago i cant remember too well, but i think that's it. Also all the other drivers from the manufacturer page of course
