How about you give more detail?
CPU?
CPU cooler?
CPU is overclocked or not?
Graphics card?
I wouldn't necessarily mess with your graphics card fans though. They should ramp up as it gets hotter so what is your goal there?
The obvious CPU options are:
1) Don't overclock as high
2) Change (or fix if issues) the CPU cooler
Without knowing any specifics I usually recommend the Cooler Master Hyper 212 EVO to those on a budget and the Noctua NH-U12s for others (and set a fan control setup using motherboard software).
Update:
60degC is fine for a GPU. Many are rated to close to 90degC.
