CPU isnt performing

So I had this i7-2700 for a while and then my motherboard borke, so I decided to change the mobo+CPU. So I bought a I7-4790 and a mother board Asrock B85 anniversary.

Everything was dendy until today (having this setup for 1month now), I went out with my PC been open, came back 2 hours later and it was closed. Everything looked normal but when I started to play CSGO I noticed I had 70FPS over my normally 250-300FPS

. My PC Temps looks ok
MOtherboard: 27C(81F)
CPU: 31C(88F)
GPU: 35C(95F)
HDD: 30C (86F)

When I look into the task manager under processor, my 8 cores are at 90-100% while playing CSGO on the lowest settings (on a GTX770).
If I open a web page like a Twitch stream, my FPS goes down to 20.

I have a DriverFrameworks-UserMode in the ''Critique'' section of the events viewer. Anyone knows whats this about?
Or any clue where to start looking?

Microsoft-Windows-Kernel-Power means Windows detected an unexpected loss of power. This is sometimes caused by a power supply that has a failing capacitor. The power outages are very, very brief when this happens. Just long enough for the computer to reset basically. Which means it will normally restart immediately after it resets.

There are rare times when it can be caused by something else. Keep an eye on your system, and see if you can spot any patterns, like it happens most when playing a game, or certain games, or right after you do certain things. It may help to track down what the real cause is.
 
Could it cause all my games and PC in general to be super slow? Anything I do (watching a movie right now) + this page open makes my CPU go from 40% to 80%. (and the movie is on pause). The problem is , I mainly use my PC for gaming, and in this state I can't game at anything (RIP playing MGS5 that I just bought🙁 ). So I won't be using it too much.

Is there a way I can see if my CPU is getting the right voltage? I have AIDA64, do you know if I can get that intel in there?
 


Problem is, my PC is in French, You know where I can find that? I found (using my own translate) 'alimentation options' but its mainly for screen saver and when my PC goes to sleep.

Found it, and OMG going from 60 to 280 FPS in counter strike...

So whats the problem here? in a matter of hours I now need to use this option, why?

Also what does it do? Simply ask more power out of my PSU? For what purpose?
 


It shouldnt, it is just unlocking full potential for all pc components, unless your psu is below standards already, which I doubt it is. But i hope i helped!
 


Yes very much thx! At least I can game now, but something still ain't right. I always been on normal, playing BF4, DayZ, SC2, Evolve,arma3 like very demanding games. Why did it change now?
 


Not sure, maybe a new driver or windows update screwed something up, as long as everything works now, its all good. Mark this as solved if you dont mind :)
