My cpu keeps fluxuating when idle not being used i built my first pc and using a cam software to monitor specs, and my cpu keeps fluxing to 810 to 1400, 4534,5124 and no game being played or anything i am worried plz help!

That CPU will lower it's clocks at idle or when under very little load in order to save energy and reduce heat. If you don't want this for some reason you can disable it by setting windows to high performance mode in power options then restart the PC for it to take effect.
If there is a bit of load on the CPU say when downloading a game, it may stay...
