cpu keeps changing mhz when not gaming

My cpu keeps fluxuating when idle not being used i built my first pc and using a cam software to monitor specs, and my cpu keeps fluxing to 810 to 1400, 4534,5124 and no game being played or anything i am worried plz help!

That’s normal - windows is taking care of background tasks.

Its perfectly normal. Even if youare not playing games many processes ar running in the background which utilise the cpu and increase its clock speed.

i have a i7 8700l intel cpu and a monitoring software called cam and for some reason my cpu fluxuates between 810 - 1236,4033, 5320... when no game being or anything but now its curretnly locked in at 5100 and will not go down should i be worried ? i am downloading a game to steam please help!

That CPU will lower it's clocks at idle or when under very little load in order to save energy and reduce heat. If you don't want this for some reason you can disable it by setting windows to high performance mode in power options then restart the PC for it to take effect.

If there is a bit of load on the CPU say when downloading a game, it may stay locked to whatever your turbo boost speed is. That's perfectly normal.
