CPU keeps dropping to 0.78 Ghz when playing games

When I play games such as Fortnite, my laptop slows down and the fps drops significantly where it should be 100+ it goes to ~30. This has been occurring since the beginning of March. I replaced my motherboard, updated all drivers, reinstalled windows, removed any malware, set preferred graphics to Nvidia, but the problem still occurs. My CPU keep dropping to 0.78 GHz instead of staying around 3 GHz. My temperatures are all still below 80C. How can I fix this?

My laptop is a Dell XPS 15 9560 with GTX1050, 16gb ram, i7700HQ, 512 ssd.

Make sure you are plugged into an AC adapter & change your power saving profiles...

Make sure you are plugged into an AC adapter & change your power saving profiles to allow max performance when plugged in. It sounds like it could be going into power saving modes since your temps aren't that bad.
