CPU keeps spiking to 100 for no reason

It should be hovering 20-30% in the current situation(Black Desert put in a low resource mode), yet it keeps hitting 100%. It goes to 100% really easily, sometimes even with just Chrome running, or if nothing else is running it will put 20-50% on some random irrelevant program just to hit the 100% mark. If nothing else, I'm going to do a clean install eventually, but I'd like to figure out what the issue could be.

It's an MSI GT62VR laptop, Win 10 home 64bit.

EDIT: I checked process explorer, and it shows completely different information. Which one is correct? Why are they different? Also, if I put the laptop into power saver mode it will instead spike from 10% to 46%, so the issue remains even in power saver mode.

Hello... 1) As a "Simple test" disable or reduce Audio play back settings in the APP. B /

2) go to Control panel-Sound and see/reduce the Playback device settings such as Bit size and Freq... for any changes.
