Question CPU Light on new PC Build - help

Hello, recently built the following pc
- MSI PRO Z790 A WIFI DDR5
- 14700KF
- Gskill Trident Z5 RGB 2x16GB 6400MT CL32
- EK Nucleus 360 RGB AIO
- Samsung 990 Pro
- Corsair MP510 (reused)
- SATA SSD (reused)
- 2x HDD (reused)
- Corsair RM850X PSU
- NZXT H440 (reused)

Put it all together, wiped off the preapplied thermal paste and applied thermal grizzly instead. I turn it on, everything lights up, but it doesn’t post and the CPU Red light stays on.

Have tried:
- flashing BIOS to latest version using Flash BIOS button and 2 different USB sticks
- reseating the CPU (to which there was some extra thermal paste on the edges of the CPU, but it’s non conductive thermal paste)
- switching the ram sticks around and only using one in the a2 slot
- unplugging all 3 SATA drives
- checked all power supply cables were deeply in

Not sure what the problem is! Can anyone help?
 
is the aio cooler working? connect to cpu fan port on the motherboard or whatever on the instruction?
It’s plugged in, but shouldn’t make a difference anyway as CPU won’t heat up sufficiently if it’s on for less than one minute?
 
But you did plug it into the cpu fan header so the system knows there’s a cpu fan? First thought would have been bios but you said you tried that. Any bent pins in the socket?
Yes, the pump is plugged into the PUMP_FAN header, and the 3 radiator fans are plugged into the CPU_FAN header
