Question CPU load spiking, CPU clock speed dropping

Hello,
I recently started getting this problem where my game will stutter and greatly drop frames for a few seconds. I then noticed that my CPU load would jump to over 90% (from about 40%), and at the same time my CPU clock speed would drop to 500MHz (from 4800MHz) when the stuttering would happen. Does anybody know why this may be happening and how I can fix it? Thanks!

What's your specs and cooling?

Check thermals first, cpu could be throttling if temperature is anywhere near 90~100c. Use Coretemp to monitor temp and frequency.

I am using an NZXT Kraken AIO for my cooling. My temperatures sit at around 68-75C so its nowhere near 90-100.

Try manual volting the CPU in bios to stock speeds and check temps.

Are those temps playing games or sitting idle? If playing games then those temps are good. If idle then that's bad.

If temps are good then look in task manager for anything weird that may be high in cpu or memory usage. Look in startup items too, what is running there?

Check the thermal paste, cooler and casing air flow.
