So before you suggest. I've stopped all the case fans.. the cpu cooler fans up top.. the GPU fans.. the noise persists and is coming from that general area where the cpu is and the bank of ram sticks that is left of the cpu.. for the life of me i can't figure out what's causing it! Any ideas??

It's air bubbles in the AIO water block. Thump the hoses and it might pick up then die away.

No change in messing around with the hoses.. the noise sounds so much different than what i would think air bubbles could produce in there.. Hmmm...
Oh, it's bubbles, I'm sure. Sounds exactly like the bubbles in my AIO, except all I do is thump the hose and it will go away. What's curious is your radiator is mounted optimally: above the pump/block in the case.

How old is your AIO? They are subject to permeation over time (water evaporating through the hose and seals, being replaced by air). If yours is older than three or four years that could be it.

Just went through my email for the receipts... looks like i bought all the parts for this PC build in Nov 2016. So i'm dang near the 4 year mark! With these new RTX line GPU's coming out.. building a new PC from scratch would be fun haha.. but i over-built this thing back in 2016 for my purposes.. so it's still rockin.. but the geek in me does enjoy building new stuff .. hmm... what to do? new AIO .. whole new build... decisions decisions hahaha

Yeahhh... that's easily the biggest down-side to AIO's. Some are better than others but they are pretty much all life-limited by permeation to some degree. That's why I stick to the lower cost versions from CoolerMaster; I'm not interested in the RGB anyway. They've worked great for me and still going strong at 3years. But I can't get mine installed right as all I can keep above the CPU is a small amount of one tank and the hoses so there's not much of the liquid I can afford to lose. So I expect they could start bubble-clicking any time now and the thumps won't work.
