CPU Maximum Speeds are lower than actual speeds according to task manager

It would seem as if my CPU (i7 4790K) overclocked at 4.1 ghz is running only higher than 4.1. Task Manager said my CPU was running at 5.2GHZ when my pc said it was at 4.7 GHZ. The more things I throw at the CPU the more the speed goes up. Why does it say maximum speed 4.1 when it obviously will go up?

That's what the CPU is able to run at. The 4.7 GHz is probably the Turbo Boost.

It shows 4.3 and running at 4.56 - which would be normal with turboBoost turned on (that can kick up to .4 (or slightly more) higher

Is Turbo Boost something I should keep on?
