That's a power-saving feature, built into the BIOS. As/when your CPU is under any sort of load, the clock speed will increase accordingly.
While the CPU is idle, it'll run at it's minimum clocks to conserve power.

If you wanted to verify this, you could enable the "high performance" power plan inside Windows, and it should peg the CPU to it's max stock clock speed.
