Question Cpu MHz

Hello, I was in MSI after burner looking at my cpu temp and gpu temp when I saw my CPU MHz going up down to 799 then jump up to my over clock at 4.7 . Is this safe for the cpu? It also does the same thing with the voltage.

Yes, totally safe.

That's a power-saving feature, built into the BIOS. As/when your CPU is under any sort of load, the clock speed will increase accordingly.
While the CPU is idle, it'll run at it's minimum clocks to conserve power.

If you wanted to verify this, you could enable the "high performance" power plan inside Windows, and it should peg the CPU to it's max stock clock speed.

May I ask how come it goes up and down all the time? Even if I'm on my desktop doing nothing .

While you may be doing "nothing", the system is infact doing something. Exactly 'what' will vary.

Open up Resource Monitor (windows utility) and you can watch the CPU usage and frequency graphs
