Possible upgrade: http://pcpartpicker.com/p/PzvwCJ

I'm not sure if I want to go AMD or Intel with my budget (about 300$ or so). I don't plan on doing any overclocking. This is my first real time buying a CPU, RAM, and Motherboard, so I'm pretty in the dark with allof those. I essentially took a stock computer I bought from Best Buy about 6 or 7 years ago and bought a new GPU (MSI 7870), power supply(OCZ 700W), and case( CM Storm Scout) and plan on putting a 120gb SSD (Samsung) and a 2TB WD Black HDD. I figured now has come the time to upgrade the rest of it. I currently have a AMD Phenom II X6 1065T processor at 2.90 ghz and 8gigs of RAM. I currently am happy with my case, power supply(700W) and GPU (MSI 7870). Thanks for looking!

In the future (hopefully sooner than later or when you upgrade your GPU), you might want to check out some high-quality and more reliable/efficient PSU's (Tier-1 or Tier-2 models) in this Latest PSU Tier List. Currently, your PSU is uncategorized/untested in that list and I read some bad reviews of that model.

Your 7870 is only recommended to have at least 500W PSU. When the time comes you want to upgrade your GPU, have a look at this PSU Requirement Chart so you can select the ideal wattage you want.

But for this first batch of upgrades (CPU, Mobo, and RAM), your selection is great for $300.

Thanks for all your input! I got this one on a friends recommendation and it has been incredible for me for the past couple of years, but who knows?

Yup, you're welcome! Well, I hope that PSU would serve its purpose. My suggestions on your next upgrades would probably be just something to think about when that time comes.

So maybe not for this upgrade, but when I upgrade my GPU in the next couple of months I should definitely look at a new PSU?

And how much of a performance boost will I see in regards to getting a I5-4590 instead of a i5-4460?

Not much difference IMHO. You only get 100MHz on base clock speed (the i5-4460 @ 3.2GHz vs the i5-4590 @ 3.3GHz). Although that gap increases in turbo mode but only by 300MHz (the i5-4460 @ 3.4GHz vs the i5-4590 @ 3.7GHz). If the price difference is too much, I'd put the money in upgrading my other parts (or save it for a future upgrade). But if the price difference is so small and within your budget that you can afford the slightly better CPU, then by all means, get the better CPU.
