[SOLVED] Cpu not hiting base clock or boost clocking

Hello My cpu is not hiting base clock or boost clocking this started to happen a few days ago but I did not know as hardware monitor is saying my cpu is running at 3.7ghz but task manager shows my cpu running at 3.40 ghz my cpu temps are in the 30 to 40 and never hit 70 c so I don't think its thermal throttling I have a amd fx 6300 here are some screenshots:https://go-get-a.life/tf2JM https://go-get-a.life/N1wIa

edit: I up my cpu voltage and now im getting 3.66ghz on task manager and now it says my base clock is 3.70ghz here is a screenshot https://go-get-a.life/TOdJs

can´t open the links you posted (virus found), please upload the pictures to imgur or similar

By resetting the BIOS I meant clearing the CMOS by jumper.

After years (usually 10-20years) the eeprom might loose its memory. Reprogramming can help. Use Qflash within BIOS to reinstall the latest BIOS

I think the taskmanager does a rounding error, because the frequency measured could be like 3,48GHz or similar.
Which motherboard are you using?

Use AMD overdrive to read the correct temperature

The utilization shown in your pictures is not 100%, so the normal thing is that the CPU will not have too much to do and throttle itself to save energy and be cool, till it needs to do more.

my motherboard is the ga-78lmt usb3 6.0.
even with a stress test going and my cpu at 100% I still dont hit my base clock it started to happen after a windows update amd overdrive is saying im running at 3.50ghz so is it just a task manager bug. also my cpu is still not boost clocking with a game open and my cpu at 100% amd overdrive is saying my cpu is at 3.50ghz

ya its 10 c using the auto clock thing in overdrive at 3.8 ghz on all cores

at full load its 13 c for overdrive temp margin cpu has been at 100% for over 15 mins. on hwmonitor on my package its 50 c does not change with prime95. here is a screenshot of the temp margin its the same on all cores https://go-get-a.life/jtsWF

odd on virustotal it says my url is clean but ok. also do I need a usb to update bois or can I put it on my other hard drive
