[SOLVED] CPU not running at 100%

CPU not running at 100% it only getting up to 33% i have a intel i9900k 32GB of ram a 1080I and a counger helor 360 and my tep is always at 40C
 
Solution
If the GPU is being used to its full extent, which is ~90% or more, then the CPU usage is not an issue. The GPU for most applications will run up to max usage, and the CPU stays somewhere lower. Your CPU, especially one that powerful, will not generally run at max usage for gaming. Those low temps are a result of the massive cooler you have installed.

If the GPU is not being used all the way, say 50-60%, then there might be an issue.

Another thing to check, look up gaming benchmarks for your GPU in games that you play. Compare the FPS these benchmarks get to a benchmark you run yourself. You might find that you are getting the proper, expected, FPS for that GPU. If that is the case, the CPU just does not have a reason to be run more...

what the gpu temp and usage?
ram/ssd/hdd usage?

what resolution? what game?
game res is 1080P

GPU running at 79C when gaming 40C when not

All mainboard chipset drivers loaded? (Until those happen, you will not see proper turbo clock speed staggering with assorted loads, and, even when working, assorted games may not fully load the CPU's 8 cores to any where near 100%. If you want to see and test 100% loading ability with what clock speeds are hit, run CPU-z/bench/stress CPU, and you should see all cores hit near 4.7 GHz if power/thermal budget allows...

i just updated the chip set and it is still the same and my cpu is over clocked to 5.1

yet it was
