CPU OC Fail

When ever I try to OC my Ryzen 1600 it makes my computer Cinebench score worse and in Hardware Monitor is looks like this

I've had inverted benchmark results form hardware monitoring programs running in the back ground. Try turning them off when testing.

Jayz2cents had the same issue, settings wouldn't take until he restarted it a 2nd time.
