CPU ON but other devices OFF.

I was working on my PC when this happened for the second time. PC would restart abruptly, and show the American Megatrends screen. Then,it would boot to windows and everything normal. After that, when i again started working, my PC shuts down but, the CPU is ON and other devices such as Monitor, Keyboard, mouse are OFF. I suppose it to be mobo issue. Also, i recently upgraded to Windows 10.
My mobo is Intel DH61WW

What exactly do you mean by 'CPU' - you usually can't see what the CPU itself is doing. Do you mean the fans are spinning?

What brand/model power supply do you have?
