Depends on definition of low say I am just playing it can get 70-144 gta 5760x1080 but say Rey to record CPU may go up maybe 5% witch was part of the reason for going with the CPU
If your frame rates are at your desirable rate then its no big deal, if you get stuttering or frame drops it may be a CPU problem. I had that problem and believe it or not taking it out and resetting it fixed the problem.
Well the problem is if trying to record wile gaming say I'm getting solid 144hz max my monitor out then try to record it will drop to 30 some times and just be a mess.
the reason o got a 6/12 was for this but I don't seem to be able to game a reasonable frames on some games but the CPU is basically idling wile in having the problems

Try resetting the CPU and GPU and see what happens, I did that once and it fixed my low CPU usage.
