It's sitting at almost idle, that's normal. If you fire something up like Prime95 to place some load on the CPU, it should jump to 1.9.
Could be idling but could be two other possible culprits. First check to see if the notebook has any "speed" software. Settings like slow/average/turbo. My wifes ASUS notebook has the software.
Also check in control panel ->Power settings. Settings could be "dock settings" check to see if there is a "always on" selection. If so set that and your notebook will go full bore.

The CPU is most likely running within the specifications you have provided it to run. You've most likely limited the maximum speed of it in either the AMD VISION Control Center or within windows for better battery life.

I have the battery on high performance if that's what your asking, and I can't find anything that would limit it in the AMD VISION Control Center. I'm not really good with computer though so there could be something I'm missing lol.

I found out that when I restart my computer, the speed is at 2.2GHz, but it automatically goes to the power saving option in battery settings and it goes back down to 0.87GHz. Even when I put it back to max performance the speed stays at 0.87GHz

The battery and power option isn't the only thing that will affect the CPU speed. Are all your chipset drivers up to date? Is your BIOS flashed to the latest version? Maybe you need to install a software like AMD Cool & Quiet or AMD Vision to manage the CPU throttle automatically, but I'm not sure about that maybe someone else could confirm.

I'm updated a bunch of stuff last week, but I'm gonna check if there are any other updates right now. I guess I'll try and install Cool n Quiet and see what I can do.

I always have it set it to high performance. When I start up the computer, the battery is on high performance and is the speed is runnning normally, but then it automatically switches to the power saver option. Even if I change the battery setting back to high performance, the computer will still stay at 0.87GHz after that.

The settings seem to be the same on both. I checked a bunch of stuff but so far nothing has worked.
