Ok so I shall inform you of everything that happened from start to finish, and I have posted this in CPU and Graphics card as I feel both or one or the other are the culprit at play here.
Initially I noticed that the audio on Path of Exile was being a bit strange coming out all muffled and broken up only sometimes though and I hadn't notice any FPS drops as of yet.
I then downloaded and installed Tom clancy Rainbow Six which is when the real issues happened, at first I could barely play the game despite having PC specs that are more than adequate to run the game I was getting unbearable tearing and couldn't get my FPS to go above 40 regardless of what graphical settings I had it at.
I then went back to play Path of Exile which too had also become unplayable freezing periodically and having horrendous FPS continuously.
So I did a restore on my PC, cleaned the registry, did a malware and virus scan all turned up nadda, I also cycled out all of RAM to check if that was at fault, and tried each graphic card individually and still it was being crap, none of this helped so I did a complete clean install of Microsoft Windows 8.1.
Reinstalled steam and path of exile and hooray everything was hunky dooray even installed Tom Clancy and hooray getting 100+ FPS everything was great now one day later everything has gone to sh** again.

Honestly any help on this issue would be greatly appreciated kind of at my wits end after toying around with this for a couple of days straight now.
