CPU or motherboard faulty?

I am building an (AMD build) computer for my mate, however, when I tried to turn it on, the case and cpu fans spun but the HD7970 did not spin. I turned off power immediately. So I did some tests:

Graphics card and PSU are not at fault (I tested with other computers).
I could not test the cpu or motherboard because I didn't have a spare AM3+ cpu/motherboard lying around.

It's definitely either the CPU or the motherboard. Is it even possible that the CPU causes the graphics card/PCI-E slot to malfunction?

It is still within warranty but there is a $50 fee if the product is actually working so I want to be 100% that it is definitely the motherboard, not the cpu or vice versa.

If your telling me you computer failed and you suspected the motherboard perhaps was the cpu.


The build uses an Msi Krait 970A motherboard, AMD Black Edition FX 8320, 8gb Patriot Signature ram, Gigabyte HD 7970, Sandisk Ultra 240gb SSD and an Antec Earthwatts 650 Watts.

This is an AMD system with no APU so it has no onboard graphics. I have confirmed that the graphics card or PSU are not at fault.

 
You were not very clear what happened when you turned on your computer. Did your cpu fan turn on? Is the gpu plugged in ?
 


CPU fan turned on. GTX 760 fans spin, but HD 7970 fans do not spin. HD 6450 doesn't spin either. No display from any.
 
Are you telling me that you have tested 3 diferent gpus ? Do you have ram in the motherboard ? try to put 1 stick ram in each of the 4 slots. Make sure everthing is plugged in proper and you are using one gpu. Try both PCI E slots
 
If you can confirm that another cpu motherboard works with your gpu than yes one of those is bad most likely cpu if the motherboard turns on
 
I dont know bro im not infront of your pc and cant really get a clear understanding as to what you are doing.
 

What parts are brand new ? new cpu ? new motherboard ? is the ram compatible ? what did you use to confirm all the gpu work ?

 
Everything is brand new except for the CPU but it was working fine last time. I tested all the gpus in my friend's computer; they could all display and get to bios etc. Ram is definitely compatible.
 
One day it just stopped working. I had it inspected and returned. It turned on and turned off within 3 seconds of turning on. That was what was wrong with the old board. Are you saying it might have damaged the cpu?
