CPU or motherboard faulty?

I am building an (AMD build) computer for my mate, however, when I tried to turn it on, the case and cpu fans spun but the HD7970 did not spin. I turned off power immediately. So I did some tests:

Graphics card and PSU are not at fault (I tested with other computers).
I could not test the cpu or motherboard because I didn't have a spare AM3+ cpu/motherboard lying around.

It's definitely either the CPU or the motherboard. Is it even possible that the CPU causes the graphics card/PCI-E slot to malfunction?

It is still within warranty but there is a $50 fee if the product is actually working so I want to be 100% that it is definitely the motherboard, not the cpu or vice versa.

If your telling me you computer failed and you suspected the motherboard perhaps was the cpu.


Just remembered I had a budget AM3+ build in the back. Swapped out the current processor with the budget build's one. Worked perfectly. Thanks, it was the cpu!

Strange how the cpu can prevent the gpu fans from spinning.
