[SOLVED] CPU Over 120 Degrees Celsius

CPU: Ryzen 7 2700x
GPU: GTX 1080 FTW Hybrid
RAM: 16 gbs of trident z
PSU: 700 watts
MB: MSI B350 pc matte

It’s been a year since I’ve built my rig. I figured I would have a while until I ran into a serious problem.

Lately my pc has been acting slow towards games (mostly stuttering) but it wasn’t game changing so I ignored it. Today, I was playing Rainbow Six Siege before I went to work. I played a match and nothing was wrong, solid fps no stuttering. 5 hours later, I get home to jump on and I’m averaging 30 fps on ultra. I immediately switch my graphics settings to low, I still got 30 fps. I figured it was the game so I tried another game and it continued. I looked to see my performance from my task manger and saw nothing out of the ordinary. Then I downloaded “speccy” to see my actual temps, the first thing that popped up was my CPU’s temperature rising from 120 to 130, I immediately turned off my PC. Here I am now, wondering what to do next.

Ryzen should shut down at ~95c so I'm dubious about those temps but considering your other problems it's most probably way too hot. Speecy is not very good with Ryzen, HWinfo https://www.hwinfo.com/ is much more reliable.
First and usual suspect is CPU cooler mounting (including paste) and general case cooling. Next thing to check for would be CPU voltage which some BIOS versions may push too far, with default cooler about 1.4v should be the limit. Since 2700x is running on that MB, you must have adequate BIOS version but d check for newer one.

Solution
I doubt that it running at 120C, But stuttering and the symptoms do seem heat related, As mentioned above, HWinfo is awesome for temp readouts, you really can't get anything much better.

If you are running hot, Make sure the system in clean, no clogged up heatsink, Can take the cooler off and change the thermal paste, tho being a year old I doubt it needs changed.

Tho I'd be more concerned about the VRM on the board with an overclock on that 8 core, If you are running stock then it should be ok, But if it is overheating, it can cause stutter and slow downs as the board is trying to protect its self from overheating, unfortunately a some forms have said there is no sensor or most software is not able to pick up the VRM temp sensor. VRM's should be kept below 90 - 100C, thats on the high side of things and depends on what kind they used.
