Question CPU Over Voltage Error

Specs:
Zotac 4070ti Trinity
Asus Rog Strix B760-A
i7-14700K
Thermaltake Toughpower GF A3 850W

Main Issues:
I've built a new pc recently however when it boots I receive a "CPU Over Voltage Error", however it still allows me to boot into Windows.
The graphics card isn't detected, but still powers on with fans and lights.
Tried to update bios through flashback, the motherboard tried to update for 7 hours and didn't complete but didn't show error message, but still allowed me to open up into the bios.

Other important infomation:
The voltage reaches 1.705 at its peak, and after sitting idle on the bios for 20 minutes the CPU temperature is 40C and the Motherboard teemperature is 29C.
There is an 8 pin and a 4 pin connector for the 12V connectors on the motherboard, the power supply only has an 8 pin but the motherboard manual says that the 4 pin connector isn't necessary.

What I've tried:
Updating bios
Updating windows
Taking out and reinserting the cpu
Disabling turbo mode

Any help would be appreciated!!!

CPU voltage is controlled by the motherboard/CPU. Have you tried changing it in the BIOS? The PSU is only going to be supplying the 12V to the onboard power supplies. Even if it was grossly out of spec, the VRMs should still be able to handle stepping it down.
