CPU overheated now slow help!

Hoping some as the answer and fix I need!
Build :
Crosshairs hero vi
1700 ryzen 3.9Ghz
Msi 1080
Nzxt kraken x62 cooler

I started my pc like normal but for some unknown reason it shut itself down within 2mins and wouldn't start again.
After trying and leaving it for 30 minutes it finally booted to bios where I notice my CPU was at 100 so quick shut it down again.
Checked all leads to the kraken etc all were fine.
I then left it for 2 hours came back and everything started fine, I've shutdown and restarted 30+ times everything seem fine now temperature wise! CPU idles at 20.
But now the weird thing!
When I start up from a shut down and check my CPU it's running at 0.51ghz????
If I restart the pc not shut it down it will boot fine and run back at 3.00ghz.
This only happens when I boot up from a shutdown!?
Think my cpu had been damaged?
Any help would be awesome!?

Solution
Be sure to set the fan header to 100% in bios (the header where the pump is conected) because it may undervolt it and this can cause a lot of issues even destroy your pump.
Not at my pc ATM but I'm pretty sure it is it's been working for months no problems until last night!
Would the kraken work and keep my cpu at 20-30 if it was in the wrong header?
 
I've tried updating to the lastest bio which is a newer version than what I had that didn't work!
I've tried it on the bios my pc worked on before still didn't work!
Bio also only finds 1 stick of 8gb ram.
Duno if that changed anything?

Sounds a lot like a faulty motherboard. I'd bet that it's also what caused your cpus temps to spike.
Probably just rma the board and see if the cpu works fine after that. if it doesn't, you should ask Asus for a replacement since their board caused it to die.

Still vey new at all this, a lot harder than actually thought it was!
I'll take a look at the header setting can't say I've seen it but prob missed it!
But why would it say be lower than 100% on a shuts down boot but not on a restart?
 


The Kraken is powered through the psu and uses it's own chip to control fan and pump speeds.
There's no way the Motherboard can affect how it works as far as i know.
 


true, forgot it is different from corsair, corsair takes its power from the header. (h100i v2 here)
 


I can't really think of anything else since the motherboard has full control over the voltages and speeds the cpu runs at, and those are the main reasons for a cpu to overheat if the cooler is working as it should (as it seems to be).
 
So it seems for some reason the Slow Mode Switch was turned on(maybe I accidentally switched it) so turned it off and that fix the slow cpu speed at start up!
Says it does exactly that in the manual! so there wasn't actually a problem! sorry all!
Next problem was the bio only show 1 stick of ram! so I took one out and swapped them around and found pc wouldn't boot with 1 certain stick of ram.
so thought 1 stick had died! but turned them both again and it now shows 16gb! no idea why it stopped working then started again!
But as its all now working I aint torching nothing anymore! (and I just brought the nxzt hue+ and rgb fans) ;'(
and ive all of a sudden just started getting coil whine!!!!!! fffsss
