CPU Overheating and PC Shutting Down after HDD Replacement

I think that was just a glitch. Happens occasionally to me where windows loads, but I get no Taskbar or any other apps for a good 15 mins. It's usually caused by a looping driver and you can either shutdown manually, or see if it resolves..
 

It happened again, did the same thing as last time and it worked. I don't think it's a glitch.
 
Something new happened when i turned it on today. Powered on, going through boot cycle, windows logo appeared, then just like last time the screen went black. Then there were two beeps, and for a second white dots appeared all over the screen. Then it went all black and stayed like that. I did the same thing as last time, shutting it down and switching the power off from the psu switch. Turned it back on and worked like normal. At this point I am concerned, and I don't want any problems to get worse. Any thoughts are appreciated.

I turned it on today and the same thing with the white dots happened. After switching it off and on again, I noticed that the memory loaded in was only 4080 mb. I figured that one of the sticks was dislodged when I put the cooler back on at the start of this mess, so i opened the pc up and unlocked both ram slots, then locked the sticks back in. I put it back in and it turned on without issues. I think I'm finally done with this crap (I guess it's a good learning experience). Thank you so much for all the help.
Update: Nope. I was wrong. It happened again. If it helps, the dots that appear are in different spots everytime.
