Question CPU overheating but it feels cold ?

Hey, so I've been having an issue the last 2 days where I've been experiencing heavy thermal throttling from windows 10, I opened up the case, cleaned the heat sink which was fairly dusty I will admit, but after a thorough clean there was no fix, it's only recently been thermal pasted around 6-7 months ago, I'm using a Corsair watercooler, although this PC is so old for the life of me I can't remember the exact model, it looks like a H60, but I can't say for certain.

The issue is the entire PC feels cold to the touch, obviously I've been careful with static electricity and to not damage anything when feeling around, the only issue is, after 30-40 minutes of being off the Bios initially tells me it's around 35-40 degrees, however within 30 - 40 seconds, it ramps up to 88 or 89 degrees, but never any higher, even when I really push the PC, the water cooler does feel like it's working, as there is no heat anywhere aside from a small amount near the CPU but it's barely lukewarm.

I've downloaded Realtemps and Openhardware monitor both tell me my CPU is actually around 10-20 degrees higher than what my BIOS reports however again I can't actually feel the heat anywhere inside the computer. I was wondering if it could be the CPU/Motherboard before I go buying a new cooler only to discover that the PC needs replacing, especially as the BIOS and Openhardware etc never report it getting any hotter or any colder, once they've set on a number they'll pretty much stick to it no matter what I do to the PC.

I'm really confused and have no idea what could even be causing this issue.
