CPU Overheating D:

Hello everyone 😀

So I bought my cousin a new machine and it looks like the cpu is overheating... It s on 60+ degrees on idle which is kinda much comparing with mine which is 30+ degrees. :/
I went to the BIOS and it looks like the voltage is on 1.3V or even more. When playing Far Cry 3 it goes to even 80+ degrees... That is not normal right?

CPU: AMD Athlon x4 740x
GPU: Sapphire Radeon R7 260X
MOBO: Biostar A88M
RAM: 4GB 1333MHz

Okay, so I just checked the heatsink and everything is placed fine. Nothing is moving and it is static. There was some thermal paste when I bought it so that shouldn't be the case and it couldn't dry out in a week :/

Yep, but I am using a stock cooler and it is on 30+ degrees idle :S

The voltage is changing all the time from 1.3V+ to 1.4V+ :/
 
That is a pretty big cooler for a standard ATX housing. I would suggest http://www.directron.com/cnps9500aled.html, because i have it myself too, and works great! BTW for the voltage, set the bios to default values in case someone tampered with it, and with this cooler, you should not get above 40 degrees celsius under load with a room temperature of 20 degrees celsius.
