CPU overheating idle

Randomly one day I turned my pc on I have a 7700k and a 1080 with an h100i cooler. And it was idle at 97c I’m not sure if I need to just reapply new thermal paste or replace the cooler
 
The PC itself doesn’t shut off, it hasn’t forced itself off I just noticed that the temps go between 98-100c but it hasn’t forced itself off. When I first boot my pc I can hear the radiator fans going extremely fast but temps still keep rising. I’ve only had this h100i in my system for 3-4 months. I bought a brand new one just Incase I do need to replace it but I’m unsure
 
Check the fans on the H100i if you havne't allready, also vacuum the dust out of the case. How long ago was it since you built the system and set the heat sink / cooler to the CPU and are you running an OC? If your running an OC on the system and it's been a several years for the build I would re-apply thermal paste to the cooler. I not sure how you would find out if the cooler is clogged other than making sure your fans are in good shape and spinning an appropriate RPM and re-applying a quality thermal paste, after you have cleaned the cpu surface and the heat-sink surface really well.
 
I built the system a year ago, but I had a crappy cooler in it until I was able to get a better one. Hence the h100i, which was barely put in 4 months ago. No overclocks all base clocks in my system. So I mean I applied new thermal paste when I installed the h100i I was thinking maybe it’s possible I put too much and it’s causing insulation but other than that the only scenarios would be it’s either the cooler malfunctioning or the processor just going haywire right?
 
Yeah I can put in the old crappy cooler that I have, or I can open my new h100i and put that in. I was waiting to see if it’s the cooler until I opened the box honestly
